The West London side have been scouting the teenager for months and have made an approach as to the French Under 21 international's availability.
The San Siro side are unlikely to be considering selling the highly rated attacker though Chelsea are apparently ready to make a big money offer for the former Caen forward.
Roman Abramovich is on the search for a new striker with Fernando Torres seemingly on his way out after a fairly disastrous time at the club, though Chelsea are unlikely to receive anything like the £50m they invested in the former Liverpool man.
Niang is under contract until 2018 and as such the asking price for the starlet will be huge.
The rangy forward moved to AC Milan in August and has thus far made 14 appearances, impressing many with his direct attacking displays, scoring one goal in the process.
Niang's first team chances may be hampered by the signing of Mario Balotelli in January but an AC Milan exit seems highly unlikely.
Abramovich has been keen to build a squad for the long term, bringing in a host of young talent last summer, but a move for Niang could prove unsuccessful.
